Over the last decade, Indonesia has enjoyed high economic growth which has unfortunately worsened the income inequality in urban areas where growth is concentrated. To ensure that the future Indonesian cities provide opportunities for all and reduce inequality, it is essential to understand that the concept of inclusiveness involves multiple spatial, social, and economic factors, including housing and infrastructure development. Using the concept of asset-based development, the study discussed the importance of participatory action and proactive anticipation towards the future challenges currently faced by cities in Indonesia and identified available instruments and solution for socially inclusive city- making.
